Economic Empowerment
Training for small business owners and entrepreneurs.
OCCUR operates the David E. Glover Emerging Technology Center in East Oakland, offering free, expert-led programs that build economic power in historically excluded communities. A Black-led nonprofit founded in 1954, it provides small business development, AI and digital skills training, and nonprofit capacity-building. Its Community Wealth Lab supports entrepreneurs, while AI Edge Bootcamp offers technology training and has expanded online. OCCUR also strengthens nonprofits and faith-based organizations so they can better serve their communities. The organization's work grew from decades of grassroots organizing, community-building, and empowerment in East Oakland, including the city's first public technology center, which opened in 1997.
