Philadelphia Housing Authority Scattered Sites Office

Established in 1937, the Philadelphia Housing Authority provides affordable housing for low-income residents across Philadelphia. PHA operates Public Housing and the Housing Choice Voucher Program, with options to apply for housing, pay rent, and access resident portals online. Its Resident Services team provides training, services, and programs focused on skills and self-sufficiency. PHA also works with landlords who provide housing to qualified voucher participants and supports business opportunities through Section 3 of the HUD Act of 1968. Additional initiatives include neighborhood transformation in Sharswood, resident entrepreneurship, public meetings, and economic development programs. The authority houses nearly 80,000 people and employs 1,400 people to deliver services to clients.
